Andhra Pradesh Clears AI Living Labs Foundation

The Andhra Pradesh government has approved the establishment of the AI Living Labs Foundation, a not-for-profit initiative designed to create a future-ready artificial intelligence ecosystem across the state. The foundation will focus on applied learning, research, innovation, and workforce development in AI. Headquartered in the greenfield capital city of Amaravati, the initiative is positioned as a key step in strengthening the state’s digital and technology-driven growth strategy.

According to an official government order issued on Friday, the foundation will be registered as a Section 8 company under the Companies Act, 2013. It will be responsible for setting up, operating, and managing AI Living Labs throughout Andhra Pradesh. These labs are intended to function as shared innovation spaces, supporting students, researchers, startups, MSMEs, academic institutions, and government departments with access to advanced AI infrastructure and tools.

The AI Living Labs Foundation will provide shared GPU computing resources, AI development tools, curated datasets, and sandbox environments to enable hands-on learning and experimentation. The initiative aligns with the state’s vision of inclusive digital growth and its goal of ensuring one AI-trained individual per family. It will also coordinate AI skilling programmes, certification pathways, curriculum development, and faculty training through a hub-and-spoke model, creating a common platform for education, research, and innovation.

In addition to skilling and infrastructure, the foundation will promote applied AI research, including the development of AI models and large language models (LLMs). It will also design and deploy AI-based solutions in priority sectors such as agriculture, healthcare, manufacturing, fintech, AVGC (animation, visual effects and gaming), and digital public infrastructure. Funding for the initiative will come from government grants, CSR contributions, and partner organisations, while its governance framework will address intellectual property commercialisation, data governance, financial controls, and conflict-of-interest provisions.
